About UniForum

UniForum is a multi-year benchmarking program focused on universities’ support service efficiency and effectiveness. Participation in the UniForum program enables McMaster to understand how non-academic support services are being delivered, where they are being delivered, how they are being delivered and at what cost. It also allows McMaster to benchmark this information against other Canadian and global institutions of similar scale and complexity.
By participating in the program, McMaster community members can:
- See how we compare with others universities of similar size and scope;
- Gain deeper understanding of our operations through information-sharing;
- Transform insights into continuous improvement programs for university administration.
Across Canada, Australia, New Zealand, and the UK, 49 universities participate in the program. This includes 10 Canadian universities: McMaster University, York University, University of British Columbia, University of Toronto, University of Alberta, University of Saskatchewan, University of Calgary, Simon Fraser University, University of Ottawa, and Dalhousie University.
UniForum Components
Service & Activity Data Collection
The UniForum program uses an online tool to collect information (UFast). Once complete, the data will be viewed and analyzed at an aggregate level (not at an individual level).
Identified managers report on the time employees spend across a range of activities. The individuals identified as respondents have access to training and support in advance of and during the time they are using the online tool. As part of the process, the university will also identify services and activities that are provided by external contractors or providers.
A quality review (for overall accuracy and reasonableness) is performed by identified functional and administrative leads.
Service Effectiveness Survey
A Service Effectiveness (SE) Survey of staff and faculty is completed to collect information on satisfaction of 70 services delivered.
The SE Survey is split into two parts, surveying 35 services in each part. Although McMaster has the highest service satisfaction in the Canadian universities, there are still opportunities to improve service delivery.
McMaster completes the SE Survey in the Fall, with part 1 being surveyed in odd years (e.g., Fall 2023) and part 2 being completed in even years (e.g., Fall 2024)

UniForum results at McMaster
McMaster continues to be the most cost effective of the Canadian universities, based on normalized costs, even as operations costs measured by UniForum returned to pre-pandemic levels. McMaster continues to have the most decentralized or devolved service delivery structure of the Canadian universities.
McMaster has opportunities to focus activities and automate process to support growth without increasing operational support costs. Faculties and departments are doing this through the implementation of service hubs and partner models.
How UniForum data has been used across the university:
Faculty of Health Sciences
Finance 2 Go: Working to streamline Mosaic’s financial transaction process. UniForum data was used to benchmark and measure improvements in this new initiative.
Human Resources Services
Hire to Pay Taskforce: Examining how we hire and onboard new staff. UniForum data to inform and find opportunities to streamline processes.
Housing and Conference Services
Working to create reports that integrate UniForum coding with their process management system, and exploring integration of Student Survey data.
MacPherson Institute
Using UniForum data, the Institute was able to see the change in the types of activities and identify potential activities that could be enhanced to support for the faculties.

UniForum Timeline
- April/May – Program Team prepares staff and supplier datasets and assign records to primary areas. Respondents are assigned based on their prior year data.
- End of May – Program Team confirms Primary Contacts and provides datasets for Primary Conacts for review.

Roles within the UniForum Process
Program Team
The Program Team oversees the UniForum program at McMaster and manage the day-to-day support and mechanics of data collection.
Data preparation, troubleshooting, record reassignments, additions, corrections and activity coding support are provided by this team.
Primary Contact
Primary Contacts are typically Senior Managers in a service/academic unit.
They oversee Activity Collection activities for a group of Respondent Collection Areas once the collection has been launched. They invite Respondents to complete time activity allocations and reporting relationships for the staff and/or suppliers in their primary area. They also monitor the progress of the collection and data quality during the 3-4 weeks of data collection.
Respondent
Respondents are usually managers of business units or supervisors of small teams and are selected by the Primary Contact to perform the activity coding for the collections.
Staff Respondents are often directors, managers, supervisors or coordinators who have either direct knowledge of the staff and their works, or have access to this information.
Supplier Respondents are often finance managers, and have good knowledge of the third-party contract work that has been performed during the year.
Respondents complete the collection data (the allocation of time to activities for each staff member or supplier in their collection). In addition, they provide data on reporting relationships (the number of Direct Reports for each staff member). They are typically given 3-4 weeks to complete this exercise.
Function Reviewers
Function Reviewers are typically the senior managers of the unit.
Function Reviewers conduct an overall review of Respondent’s coding for a support service function. The scope of the review includes Respondent coding provided for the Staff and Supplier collection.

McMaster joined UniForum in 2017. It is a benchmarking program that provides university management with the means to strategically manage their administration and support services, leverage the power of sharing information, learn from one another and foster collaboration. It is also a tool used in continuous improvement initiatives. Board members can use this data to configure new strategic plans across the university.
UniForum helps us understand how and where we deliver services across the university as well as how McMaster compares to our peer universities within Canada and around the world. The data collected helps us understand where key services are occurring and enables us to further support our teaching and research missions.
UniForum collects data around activities performed by university staff and contracted labour. The data is available to teams across the university to help gain insights into the allocation of services and to start conversations within various faculties and areas to better understand the gaps in relative satisfaction.
When the program started, data access was limited to a few people. We are now broadening access, allowing leaders to share information with their local analysts or experts and dig deeper into the data.
The UniForum program team is making continuous improvements to tools and processes, decreasing the amount of time required for respondents to complete data entries and increasing confidence in the data quality.
In some institutions, there were pressing issues that required baseline data to understand the potential opportunities to streamline activities. They were able to look at organizational structures and cost saving possibilities.
Some institutions have developed transformation programs for continuous improvement – UniForum data is used to measure the impact of change on activity allocations and service effectiveness.
Other institutions are looking strategically at student support services, teaching administration and teaching design to enhance the experience of learners and faculty members in delivering their key mission.
Staff Respondent:
Your role as a Staff Respondent is to allocate staff time to UniForum Activities for staff in your organization unit(s). Staff Respondents provide the number of direct reports for staff in your organization unit(s) and review the data provided and submit it once complete. Individuals have been asked to perform this role because of their in-depth understanding of the activities that staff in their area perform.

Supplier Respondent:
Your role as a Supplier Respondents is to provide UniForum Activity data for suppliers with which you are familiar. Supplier Respondents will be required to provide the hourly rate and the percentage labour of total service cost for service delivered. They will also provide the percent allocation of supplier service to activities in the UniForum Activity framework.
Your role as a Primary Contact is to review your datasets to ensure completeness and accuracy. Primary Contacts must confirm that the staff list is correct for the current collection period and assign appropriate Respondents for both staff and supplier collections. Primary Contacts are required to monitor the collection progress and remind Respondents to complete their activity coding by the set deadline.
A Respondent is essentially the individual who completes the Activity Coding for their department/unit. They are individuals who possess a high degree of knowledge regarding their area and can provide sufficient information to complete the Staff and/or Supplier collection.
A Primary Contact is the individual who supervises and double-checks the work of the respondent. If the respondent is unable to complete the collection, it is the responsibility of the primary contact to ensure that the collection has been completed and submitted at the designated deadline.
An activity represents what someone does, not where they work. The process of allocating staff and supplier capacity to one or more activities is called activity coding. The activity collection captures information about the core activities we perform.
The UniForum Activity Collections enable the total capacity delivered by all staff on the university’s payroll, together with that delivered by all external suppliers, to be captured and allocated to a comprehensive list of activities within the UniForum Activity Framework. There are 162 activities within the Activity Framework, grouped by ‘sub-function’ and ‘function.’
Respondent and Primary Contacts can export their datasets through UFast. Self-serve reporting tools (DOFAs, Deans, Function Leads) are available to use. Alternatively, individuals can book an appointment with the UniForum team through our SharePoint site to access and examine relevant data: https://uniforum.mcmaster.ca.
